By Jay Cost - The immigration debate reminds me a bit of the debate on Social Security reform that Congress had a while ago. The deadlock from then and the deadlock I expect to see soon are not coincidental. Our system has what might be called a very strong status quo bias, one that makes it very hard to pass sweeping legislation.

Simple solution; burn down the patent office, rebuild it, adopt the doctrine that all software source code must be disclosed. If someone violates on of your patents, you get to violate on of theirs. Fair enough?

The list of members of Congress from both parties who have either pleaded guilty to or are under F.B.I. investigation for crimes involving their offices is embarrassing. The legislation would have barred Congress from taking gifts and travel paid for by lobbyists, made it more difficult for former lawmakers to become lobbyists, denied pensions to lawmakers convicted of serious crimes, required more reporting by lobbyists on their activities and required disclosure of the projects lawmakers attach to bills.
